Lighting for First 4 weeks.

basically I am building a new setup and I have a question about lights.
Setup one:
First four weeks while they are young (Eg. just seedlings and clones)
I'm looking to have about 10+ plants. I am interested in what the best lighting I should use for this.

Should I use Fluorescent Lights?
such as a: 130W (25000k or 14000k)

If so, I am unsure which 25k or 14k one and how many should I have per plants?

I never used CFLs in my grow when I had young seedlings. I just used natural light then transferred them to my tent with a 400w MH and I got great results. But I would say if you want to use CFLs for your young grow, then go with 25000k and use at least 1 per plant.

I use 4 - 23 watt 6500k CFL's for a 20in x 24in footprint. I vegged 6 plants for 30 days (cloner holds 11 cuts, I know what was I thinking) they showed nice tight internodial lengths and good root development.
