the more the merrier. try to put your bulbs horizontally if you can, you lose lumens when placed vertically.

also the more bulbs you put in the warmer is will get, so make sure you at least get yourself an oscillating fan. I would try to place some bulbs along the side of your plant to help promote secondary growth.

when you speak of bushing out, i do believe you mean the secondary growth. that is the growth that comes out of the original nodes.

the more secondary growth you have, the more leaf you have, which means the more lumens the plant can take in. it also means more bud sights.

you should top that plant as well. its way to tall for cfls. topping it will also produce a push in secondary growth.

dual spectrum means using the 2700k and the 6500ks during all periods of growth.

more 6500ks for seedling and veg

and more 2700ks for flowering

i would get the y splitters for each of your fixtures and use one 2700k and one 6500k per y splitter.

get that bulb at least 3 inches within the the plant

the more bulbs you use the shorter the plant will stay and the better your buds will be. more is better when it comes to cfls. just keep a close on your temps & relative humidity. also make sure you have some good airflow
