Light Problem please help beginner grower

I just ordered my seeds and im trying to make sure im ready before they get here.Im planning on growing 2 plants at a time from seeding - vegetation stage in one area as you can see. Then moving them to a closet growing room for flowering. While those are flowering ill have 2 new ones in the seeding - vegetation stage for maximum plant # obviously.

right now i have 2, 2 foot fluorescent tubes T12 bulbs, 1025 lumen, 20 watt , 6,500K, bulbs on one fixtures as you can see on my vegetation area. but ive been reading a lot and now i dont think that is enough for 2 plants, is it? im planning on setting the plants up to the point where there leaves just touch but i dont think the tubes are long enough to do this is it possible. what should i do? If this is a problem I was thinking of just getting another 2 tubes of the ones i already have so ill have 4, 2 foot tubes in a row. any better ideas.

And for my 2.5' x 4.5' grow room closet for flowing can you help me pick out the best light for my situation. im not going to be using all of the space. like i said im planning on just having the 2 plants in there. but what are the best/most effective in speed flowering lights? and like how many should i get?

PS. i bought organic nice Mirical Grow soil, but what nutrients/fertilizer should i get ive heard a lot of ones, which one should i get if im going to water once or twice a week like i read so what is the schedule for that stuff thanks. i know to stop fertilizing 2 weeks before harvest.

Sound like your on a bugett an want to stick with flouros cause of heat an fire danger.
Flouros need to be very close to work good, an use the warm (red) colored ones for flowering an add alot of em.
4 ft 4 bulb flouros stood up in the corners is what i would do, cheep available every where.

The miracal grow is ok, i just follow the directions, 1 teaspoon per gallon , once a week.
