Light and flowering start?

Hallo
Im growing outdoors on different locations. Two locations, they are in 40-50 L pots and at the 3rd location they are in the ground.
And they are growing somewhere in Holland

At two locations no problems, the flowering has started and there are small nuggets. But at the free ground location no flowering, some white pistils.
How does that come?
Only thing i can think off is that at the two locs they having afternoon/evening sun and the other morning/afternoon sun. (more red light in the evening sun? ) They look like the same pheno too.

Im going to check again today , the two lokations where there are flowers, it goes great. The third site doesnt.
Its also possible that the gardener has no clue what hes doing so im gonna check myself
(That you dont have knowledge is ok, that you dont want to learn and listen sucks.)

Edit/update: Flowering has started also there. Gardener needs glasses.
