If they're all the same strain you might consider hanging a rack of t-5's 2' long and four tubes wide overhead. In an enclosed area they operate cooler than most lighting options. You'll still need ventilation but an oscillating fan usually does the job in a comfortable environment. They're a lot more efficient than most of the CFL set ups I've seen.
I'm more concerned with the temperature and color of your light than the lumens. A friend of mine said something rather extreme once. He said, "You could probably grow our favorite herb under candle light." I know he was joking but he's the one who talked me into fluorescent lights. If you're using something rated over 5000K from seed sprouting through vegging you should be okay until you want to force flowering. Then you'll want to transition to 2,700 K's. I hope that helps.
