Sorry, but that is a scam. That is only a way for unscrupulous clinics to get more money out of you. There is no such thing as a cultivator's license in the law, and the only thing you need to be a legal patient is the doctor's recommendation.

cops seem to like it when people have one though. Kinda like full coverage insurance, only the basic is required but some like the extra coverage.

Yeah certainly it is a way for them to get more money, but I do feel better having a rec that says i can have 99 plants instead of 12, makes me feel more comfortable with those clones and seedlings waiting in line :)

thanks for the responses here, would you say though that one would be better off having copies of your patients rec's and keeping everything within the limits of the # of rec's you have on hand, vs. justifying how in the world you need 99 plants producing medicine for your insomnia?
