LED DIY Build Help

I am looking to build an LED light for a cabinet I have made. The inside of the cabinets measurements are...

48" wide
23" deep
39" tall

I plan on doing anywhere from 8 - 32 plants in Sea of Green. I will be using 6" deep reservoirs for DWC. I imagined this light would fit in the top 6" of the cabinet. This would leave me 27" for vertical plant growth. My main question would be how close can the plants come to the Cree CXB3590's? Also, if I have a lower drive current can i have the plants closer to the lights? If so, what drive current would be good for what distance?

The build I was imagining is...
Two 44" 5.886 profile heat sinks running parallel from left to right
(4) Cree CXB3590's at 3500k CD Bin per heat sink (Spaced evenly to be in middle of each square foot)
1 driver per heat sink (Either hlg 185h c1400b or hlg-185h-c700b)
I would need to get a dimming switch per driver as I would like to have control of intensity

My cab is a similar height and I didn't find a lot of panels that worked due to lack of flexibility in the distance as they would grow. I went cfl and some led bulbs mixed in
 
I was hoping someone would know some specifics on the Cree cxb3590's 3500k CD bin. I would like to know the following at 350 mA, 700 mA and 1400 mA currents...

Total wattage
Efficiency
PPFD / Par
Penetration (Do they penetrate canopy differently)

Also I would like to know how close plants can grow to the light at these three different mA currents.

This would be awesome if someone had this and I would really appreciate it. Thanks in advance.
