Leave Discoloration and Curling?

This is my first post so i just wanna say hello to all!! Okay lemme get right to it: I have two plants. Both are about 22 weeks along and I have started flowering one which is going well I guess. My main concern is that on the lower half or more like 1/3 of both plants the leaf bunches are small, bumpy, sometimes discolored but most of all they are all curling up!! Inward. I have had problems with the tips of my babys turning yellow since I can remember but nothing I'm too extremely worried about. Can anyone offer any ideas. I enclosed pics. I recentley leached and 'showered' both of them as to rid them of any excess nutes and they'll sprout up for about 2 or 3 days and then they go back to this. Is it lack of light cuz they're at the bottom of the plant because the top canopy leaves aren't curling at all. Please help!!!

Do I see whiteness on #2 & #3 leaves or is it just me? Could be spider mites ... I had some basil that looked just like that and mites were the issue. Check the underside of each leaf.

Yeah, i was thinking light too cuz i dont have any problems with small and/or curling leaves on the tops of the plants. Suprisingly I got these two plants to grow to over 24 inches a piece. I started with a small CFL in a regular old desklamp; then a 23watt CFL; now they're both under a 24"high/12"deep./24"lgnth. set up with 2 20watt 24" wide-spectrum fluoro's and an additional CFL for the one I'm flowering. Pretty cheap and ghetto but its working so far...

thats funny cuz i got same basil down there too. but, no, any white is probly just the Safer insecticide i sprayed on. I've been having probs with white flies.
