Yours look like bars of gold compared to mine, im having an extreme problem of this but not around the edges, more in the center of blades. Since yours is around the edges, im thinking either over or under ferts.

that is thrip damage, pull a midleaf,flip it over and blow on it,look through a mag glass, the c02 from your breath will make them move.
