Leaf shriveled, pale, and cupping up

The leaf on my seedling is shriveled/wilted looking, it’s also kind of a pale, light green/white-ish color. The blades on the leaf are cupping upwards, and I’ve noticed some of the other leaves have the same kind of shriveled/wrinkled texture to them and are cupping upwards slightly as well. It’s been growing these wrinkly, odd looking leaves since it sprouted it’s first true leaf, but the cupping is new. I’m wondering what this could be. Could it just be a bad seed or something? It’s the only seedling out of 4 that is having this problem. Also, if I can manage to correct the problem, will it effect the plant long term? It’s pretty hard to describe so I’ll put pics in thread.
Strain: Big Bud Autoflower
Happy frog/Ocean Forest mix, with Light warrior seedling starter at top
Temp: 75-80 (temp has gotten as high as 82 a couple of nights!)
RH: 40-55
250 watt LED (mars hydro SP-250) 24” away giving about 350-400 PAR
