late start? maybe due to lighting?

the current date is october23rd and we planted or seedlings from a germination towel bag, on october 8th. our plant is about 4.7cm tall with 2 small typical marijuana leaves about .7cm wide. our light which is a plant aquarium light is about 45 cm above the plant. i moved the light closer just a few minutes ago becuase i read that the light needs to be closer at this stage? the light is now about 7-8cm away. and we water about 75ml or more a day.

explain whats needs to be changed

are the stems also very stretched? moving it closer was good.

I started out the same way. my stems ended up stretching really long. I replanted them, buried the stems up to the first leaves, and they started to grow a lot faster. put a fan on the plants to strengthen the stems

Better lights will make for better plants anyday, but it sounds as if you are grossly overwatering it. You said you give it 75mL or more a day, which is way too much for a plant that size. You should water it, and then let it dry out before watering it again. Soil provides a pretty generous learning curve for watering. Let it dry for a couple days before soaking the soil again. By watering too much, you are either suffocating the roots, or you are not giving them a chance to spread out in search for water. Dip a finger into the soil to check it, as the top of the soil is not necessarily indicative of the moisture underneath. Better yet, go to your closest garden store or Walmart/Home Depot/Lowe's (or your area's equivalent.... I see you are using the metric system, and thus probably not American) and buy yourself a cheap moisture meter. They cost about $5, and will keep your hands clean. Water when it says "dry", otherwise leave it alone.

And regarding the light, what wattage is it? Aquarium lights come in various wattages, and yours may be sufficient. It sounds like it is doing the trick, as the plant would not be so short with an inferior light; it would be extremely stretched and look very pathetic. Check the rating on the tube. If it is like a 2X40, you will probably be able to get through veg with it, just keep it close (5cm if possible). For flowering, you will want to either abandon that light for an HPS, or supplement it with as many warm CFLs as possible.

This happened to me a long time ago. Just get better lights and lower them. A lot of times the root system has already rotted off, so you may just need to start over.

P.S. you should be getting your 2nd set of leaves (4 leaves) by around 6-7 days.
 
It all depends on the type of aquarium light and how beefy it is. Some aquariums use Metal Halide lights which are great for vegging. Most however are marginal for growing but can have a positive effect when used as a supplemental light during flowering because they are usually higher in UVB rays which promote resin production
 
the aquarium light is 20 watts, can that support veg and flowering? we just bought a 150watt HPS but we got a ballast that only supports 100watts so we need to return that. since we have moved the aquarium lamp closer the plant is making a much needed progress. also the plant is now in a 1gallon pot, ive heard 1gal=1ft? which is basically what we are aiming for. we've also switched it to a 18/6 hour cycle which is most obviously kicking the plant up.
 
a 150 hps will suffice for 1 flowering plant. u might wanna get some CFL's or another aquarium light cause 20 watts alone wont produce what u want. wby would u want a 1 foot plant? is your growing area that small? also "18/6 hour cycle which is most obviously kicking the plant up." whats that mean?
