Jiffy cups and stunted growth?

Hi everyone! I pose a question: Do you think a Jiffy starter cup would cause stunted early growth due to root-binding within the cup itself?

I germinated in these Jiffy brand cups made of peat (I guess). They are about 1.5" square and maybe 3" deep with a taper and a hole in the bottom. I filled them with Jiffy brand starter mix 52%/48% peat/vermiculite. The seeds germinated super-fast and I'm on my way right? I just dropped the whole cup and all into my premix soil and away I go following the advice of people on here like Uncle Ben, Kriegs, etc. You know, trying to keep it simple!

Now I'm coming up on 3 weeks since "droppin' ‘em in" and these girls are tiny. They look healthy and they are each showing 3 nodes and going to the 4th. However......they are all 2-4" tall !!! I don't know how to explain it!

Do these look right for 18 days ??? If not, what is the advice you have? Uncle Ben? Kriegs? Everyone?

Also, the leaves are a bit rough to the touch, as Uncle Ben describes in his sticky about over fertilizing.

Growing details:
Strains: 2 White Widow and 1 unknown
Soil is 50% 3 year old MG potting soil and 50% Jiffy starter soil (52% peat, 48% vermiculite)
Lights are 6 x 26watt CFL 6500K (9,600 lumens) 18/6 light cycle. 6” to 12” above the plants
Room is 16 cu. ft. with 4 sq. ft. of floor, vented with pusher, puller and internal circulation fans, thermostat controlled
Temperature is 79 degrees F, average
Humidity is 54%, average
Watering is as follows; All water is RO or distilled and pH balanced to 6.5-7.0, when germinating I used a 1/3 strength MG Bloom Booster to wet the soil, I’ve been watering every 3-4 days due to the speed at which this soil mix drains and dries out. Ist watering=straight water, 2nd watering=20% MG(24-8-16), 3rd watering=water+Epsom salts(1 tsp. per gal.), the rest have been straight water.
CO2 injection timed when venting fans are off and lights are on to maintain 1300-1500ppm…Before I admitted it was probably a waste of time.

Thank you all in advance for your help!!!

Yes. I have run into that problem. I had to cut slits in the peat pot a week after i transplanted so the roots would grow thru it. Peat is also acidic and will lower the PH of your soil in the immediate vacinity.
