Not experienced enough to know if it is. All of my flowering plants have these white small spots as in the pic.
Is this White powdery mildew?

Up on the top leaves, or is that just trichomes? Really new so I have no idea,
Pic is too washed out to see PM if it's there. You do have some serious insect issues, though.

I got some SM90 coming in, Any other plants I can grow to control pests, I read spearmint but I will try anything. 4x4 Grow tent

some of it is definitely trichs but that on the leaf looks suspect
keep your humidity below 50% and get your temps up to at least 85 and most important if you don't have one already, "get a fan"!
sometimes a powder looking stuff on a leaf is from a hermie ball that just opened...we hope not!
