a 4ft long 3 ft tall and 2 feet wide box
with a 3 foot t12 f30w doul bulbs fluoresent with the two bulbs being tottal 30w each 2200L each and a color temp of 4100k also 2 40w cfl 2200L 6500k each

so total of 140w 8800L
and i have 1 one foot plant and 4 seedlings started (plan on topping my 1 foot so the other can catch up a bit befor flower)

The rule of thumb for minimum lumens per sq ft is 3000 and you have 1100.

If you are really going to use all 8 sq ft as a grow area, yes. If you are only going to use 4 sq ft then 12,000 would be low end. But remember that even then it assumes that all the light is falling on the grow area, and some "wasted" light is usually inevitable.
