is 4 42 watt CFL's (2 6500k, 2 2700k) enough to grow 1 plant, through veg and flowering. im planning on vegging for 1 month then straight into flowering

yield is prolly going to be low.
Will it work is a relative question. A question which is relative to your expectations.
Are you going to grow smokeable nug this way? Yes
Will it be the same quality as even crappy street "crip". Probably not.
I would say its a great start, but maybe keep adding them as you can, and when you flower it, some of your buds may need there own CFL.
The nugs will be loose, and airy, and it will not be anywhere near as potent as reefer grown under a 400 watt hps. Or even a 150watter.
I wish you the best of luck, it seems like your trying to take steps in the right direction.
But take a step back and ask your self what you gain from growing one plant... you will probably end up with less bud than it cost you to grow it.
If you have a plant thats growing already i would say make it a mother with your CFLs and find a way to splurge on a light, even a homemade one from the security section at home depot, and make a flowering chamber. you could very easily set up an albeit small but productive still SOG.
