Is this a ROOT APHID?

Hi all, can anyone tell me if this is a root aphid, sorry about the quality of pic. It looks like I have a shit load of these in my soil. they move pretty fast and seem to be able to jump.
Anything anyone can recommend to get rid of these lil fckrs, something I can get from Home Depot, Lowes, Walmart, Ace, Osh???
