Is this a problem? Seed starting

Just germed a few seeds I have an OG #18 that has broke ground but the head hasn't poped see ilust....It.s growing back int the soil creating a loop, so the head is below ground.

Should I be concerned?

That is normal. One end will pop up from soil and have the starter leaves.

The leaves will be showing by tomorrow.
