Is there such thing as UVB burn? I think somethings wrong :/

This is only my second grow, but i may be overlooking something. Here's my setup.

-Fox farms ocean forest soil
-Fox farms nutes (none added yet, i was told i should wait 20 days)
-5 23W CFL's 6500k (2 are 2700k)
-2 reptiglo 5.0 UVB lights
-1 reptiglo 2.0 UVB light

My problem is that the plants are RIDICULOUSLY dry, like the last time i had a plant get that dry it died three days later. The leaves feel like if i bend them they might break. I've been watering every two-three days. The stem at the bottom of the second plant is cracking, the first plant is just fine (at the stem, its still really dry).

So how much UVB radiation does the UVB lights put out in comparison to the sun? Is two UVB bulbs really that hazardous? Or is it something else im doing wrong.


Here are some pics..they look healthy, but you can't really feel the leaves through a pic lol.

Also, temps are staying a steady 75 degrees and im at day 17 from planting the seed in the dirt (no germination) running 24/0 for the first 14 days and 20/4 for the last two.
 
I would save the UVBs until flowering as theyre only supposed to improve trichome production. It also looks like the lights are too close.

I didnt think it would hurt as i only have these bulbs avaliable right now. And plants naturally receive UVB radiation year-round anyways..also those UVB bulbs are 6500k spectrum
 
Nothing looks wrong to me...everything looks great...what exactly are we looking at that might be seen as wrong. I think I missed it.

And it never hurts to have more lights no matter what their spectrum...All I see in the last pic is the stem looking like a normal healthy main stalk.

They are really dry to the touch, its just not visible in the pictures. I don't know how i can give you a display of the dryness without just squeezing a leaf til it cracked or something >_>
