Is Putin behind Trump's apparent 180 on Cannabis laws?

I came across this today and it got me wondering. Putin strongly disapproves of legalizing recreational drugs, and has said there needs to be more international pressure discouraging legalization. Meanwhile, Russia has alcohol problems of epic proportions....

“Of course, we must take into consideration in our current work that a range of governments have begun a true campaign on the legalization of certain types of narcotics, or so-called recreational drugs. By my reckoning, Putin could not care less about marijuana policy in the US unless it causes a real problem for him at home. He is a pragmatic sort when it comes to social policies like this in that he is not going to object to it in a moral sense unless there is some gain for him. Putin wants control of his country - whatever secures him that is what he will do. His international gambits are not part of some goal to increase Russian influence so much as they are ways to further his popularity at home and secure the unquestioning devotion of the bulk of his people.

My guess is that legalization is being used as a foil to show the Russian people how morally decadent and corrupt the West is. It will be a salve to their multi-generational inferiority complex and they will literally continue to let Putin get a long with murder.

I doubt that he would ever personally be in favor of it, but there is another angle. Putin is very smart, but his strategy is usually fairly straightforward. Brilliant tactician though.

Well, first of all you are talking about domestic policy. Trump doesn't give a shit about policy of any kind as long as it doesn't affect his businesses or him personally some how. He simply isn't paying attention and will say anything he thinks his audience wants to hear. He is a pathological liar and you can't believe a thing he says. Ever.

Secondly, Putin probably gets considerable revenue from criminal russian drug rings. So he probably has a vested interest in keeping marijuana illegal. It keeps prices higher and competition lower.

Lastly, all policy decisions are being made by bannon and the cabinet heads; Nobody knows who is really in charge of any particular decision. And there are a lot of Russian sympathizers in the white house besides trump, all of whom are in a position to green light sessions to wipe out civil rights.

I think Trump cares very much about domestic policy. He was hurting to put together some legitimacy after the popular vote loss knowing that some of his support was going to bail once he started doing the things he actually talked about. But then he found the warm, embracing bosom of the conservative movement. He knows that their support is based on helping them push through their agenda. So whereas many people saw candidate Trump as something of a social moderate, President Trump is likely to be all up in our face. You are right, I do not think he cares one way or the other personally, but that is not going to make it any better.

My guess is that while I do not doubt that Putin may have his hand in the Russian Crime trade, the money to be made for weed is beneath his notice. He has state assets, weapons and natural resources to sell. Getting anywhere near the drug trade would offer him more peril then opportunity. The guy is worth probably hundreds of billions.
