No you're not. If you were you'd say "I'm a guy from France" or whatever country you're from. To answer your question - in pretty much every European country, seeds aren't themselves illegal. They only become so once germinated. This is why people are allowed to sell them.

edit* woah, this thread seems to have become a Kanyefest. Seems kind of teenage and pathetic to get so upset at someones username that it descends into 4 pages of crappy commentary on the life of Kanye.
