Is my seed dead?

hello i successfully germinated 2 seeds and planted them in soil 1 has sprouted. But the other has done nothing. So i very gently moved the soil so i could see the seed. It has not changed at all the tap root is the same size as when i planted it. Do you think its dead? I watered both equally about 2 times a day. Im not giving up on it yet but i just wanted to see what some of you guys thought. By the way this is my first time ever growing anything before.
 
Why are you watering twice a day? And no i would leave it alone its probably just taking longer than the other, but dont mess with it. Itll shrivel if it dies. If the taproot is still white and looks alive, it is.

The internet lol so many people say so many different things and i saw one or to people watering there seedlings twice a day so i decided to do so.

Soil retains water, water when your soil looks like its starting to get dry, you can drown your plants. I water my seedlings one or twice a week in the soil girls I have going.

Theres as many ways to grow from seed as there are growers, ...but what I do, after having many situations like yours is ...soak the seeds for 24 hours in a glass of water on my modem 70f/25c, then move to a plate with damp paper towel, also on my modem for the next 24 - 36 hours, soon the white tail will poke thru, once the tail is 1-2 inches I transplant gently to a 4 inch pot with seedling mix, I suggest noobs use Juiffy pucks, just as good and tidy too

and yes you can get duds as per above thats why I do groups of 4
 
This happened to me once, mine didn't pop but yours might if you stop watering until it pops out.
And watering depends on how much water you use, I do it multiple times a day for germination because I only use drops.

This is fair, i just tend to soak the entire medium.

Like everyone is saying, cut back on the watering - wounder if you might already have green spots on your soil...? But just water enough to keep moist but not soaked. Tilt your cup or pot and if water starts to run out, you watered too much. Don't pack the soil down too tight and stop looking at the tap root to see if its grown anymore. Don't give up on her yet, and like Mr. kmog33 says " if the root is still white" you've got a chance. Just because seeds are planted the same time doesn't mean that they will grow at the same pace. I have heard that some of the late starters have been some of the best grows...:peace:
