Yes some people have done it. I don't think it's a good idea. How could it help any? Leaves that are still green are being used by the plant to live. Cutting off too many leaves basically makes it harder for that plant to live.
Don't take from my answer that no leaves or plant parts should be cut. But cutting everything off to make bigger buds is very extreme and not a good idea.

That will stunt and shock the plant if you cut off the fan leaves.
Those big seemingly usless leaves are the ones that convert the energy that allows the bud to grow.
Do not ever cut off any leaf that is not 50% or more damaged/dead.
