Is it necessary to dechlorinate tap water?

yes..just run to the store..or let the water sit for bout 4-6 hrs.. how fars the store?!..

Spring water is often full of minerals. Water marked "drinking" or "purified" is usually RO water and of course there's distilled which is self explanatory. So avoid spring water unless you know about it's content first.
Regarding tap water. You should get a water report from your city/county. It may use chloramine rather then chlorine. In which case, letting it sit for 24 hours won't do a thing. Chloramine requires more active removal. Aquarium places sell the chemicals needed to treat and dechlorinate water.

if using distilled or r/o water, you need to return cal/mag or you will end up with deficiencies.

The chlorine needs/should be evaporated if growing 100% organically as it kills the beneficial microbes/bacterial in the organic soil/microherd.

For cutting I use water from the tap, tried bottle water and ph water and leaving it over night
TBH did not make much difference to my plants, the all rooted 9-14 days

These are unrooted cuttings. If i go and get purified water do i need to add calmat to the water?

i agree with chuck, big shocker there.. imvho, if the water is safe enough for me to drink, it's safe enough for my plants to drink as well..
