Intake and Exhaust

I have both an intake and exhaust fan. Should they both be set to the same speed, or should one be pushing more air than the other?

To my understanding your intake should be 1/3 the speed of exhaust. I rock a semi passive intake with a fan near it to pull air in and make the ladies dance. The higher exhaust speed makes a nice negative pressure in the cabinet. Pulls air in nice and keeps Temps down.
