Insect Identification, with macro shots. Baby grass hopper?

Hey folks,
I was hoping one of you guys more familiar with insects could lend a hand on this one. I think its a baby grasshopper. But, I haven't seen any adult grass hoppers, and no damage to plants. I looked at BugFinder, and also looked under most common cannabis pests. Can't find this guy.

Hope the pictures are good enough, this one was REALLY small, as you can see by the macro college notebook rule. I damaged the specimen trying to grab it quickly, but it's still pretty much intact. I looked over all the plants, I couldn't FIND any more of them. Didn't SEE any eggs.

This is the second unidentified insect I've found in as many weeks. Should I think about some precautionary measurements? If so, what do you suggest? Neem oil foliage spray? What about systemic insecticides? Too heavy duty? The plants are only a few weeks old.

Green lacewing and they're beneficial.
Hey, thanks for the response! I looked at the green lacewing, but I thought that the wings weren't a match. Could that be cause this was just out of its larvae stage? Cause the pictures I saw, the wings are huge. I guess hence the name green lacewing.
