Yep after you add a cord and connect it that is.

the 150w vapor tights from Econolight work great and the people there are very friendly. I've gone through them twice and the first time they waived shipping because I was having problems ordering from their website and had to call. the second time they halved the shipping. so all told I spent $53 for the two.

They are also really easy to set up as remote ballast units. There are a few DIYs for them in the DIY forums.
