I'm concerned about odd/slow growth from my 17 day old(pics included)

My 17 day old plant is growing somewhat slow. It has barely branched out and its leaves are growing in a very compacted and intertwined way. It doesn't seem to be from stretching. Some of the leaves are very dry feeling, almost paper like. The plant looks a little droopy too. There are also small rusty colored specks on a few leaves. The stem looks green but has some weird gray film attached to it. I water the plant when the soil is dry to the touch after sticking my finger 2-3inches deep. Is this something to be worried about? And if so, any ideas on what's causing it and how remedy it? Grow room stats and pics below (Sorry for poor quality.. its a web cam):

Strain: NL#5XBigBud
Light: 5 26watt 6500k CFL's
Age: 17 days at 24hr veg
Medium: Miracle Grow (Only thing I can find in area)
Water: Bottled water at PH7
Temps: 80-90F (Above 90 on occasion)
Fan on medium blowing at lights/plant
Co2 via yeast/sugar in bottle

It seems like an overfeed, maybe of N. I can also picture poor root development behind the scenes. The MGro has too much nutrient for such a young plant; if you can find some perlite you might mix it with some flushed MGro, or do Hempy buckets (I do). Sometimes odd places like pharmacy, grocery store, etc., will have potting soil that isn't MG.

Yea, some people swear on MG, others swear about it...Looks like I'm seeing firsthand the negatives of using the stuff.

Can anyone else offer any other help?

Does anyone have any idea why the plant is growing so condensed and intertwined??
