I hope the "pay to file" being gone takes care of some of those apps setting on a desk , not sent . the word about these places need to be spread . I don't know what is to gain by it , interest off money in the bank?? back paying bills ? hard to say how and why ?? its just wrong

Day 89 and still no card...tomorrow has gotta be the day. Had a piece of mail that didn’t have a picture, and just got home to check the mail....and no luck. Was approved on the 14th, and a few people have already gotten theirs and they were approved on the same day! They said 90 days, and that’ll be me tomorrow, maybe they were right all along! Here is to hoping my lucky day is 12-19-18!!!

That's a big part of why it needs to be an apples to apples comparison. "The state made me wait 90 days. MCO (I use them because they've seemed especially bad about it) made me wait 30 more."
Don't put all the blame on the state when a clinic is responsible for 25% of the wait.

Are you in a large population area? Wondering if you're not getting hit with Christmas mail delay.

Yeah! I’m 35 minutes outside of Chicago! South Suburbs. I thought the same thing, but I’m not super rural!

Thanks man! I know I’m close, thanks for the kind words! Should be tomorrow! Thursday at the latest!

Just to clarify: MCO=medical Cannabis Outreach? And is it bad or good if they complete your application?

Yes, MCO has been known to hold completed applications -- sometimes seemingly for weeks -- before submitting them to the state. This adds unnecessarily to the wait time (and isn't the fault of the state), so I exclude those applicants from my tally.

Do you think this is true for online applications? I went through one of their clinics and left with the impression that everything was done and submitted.

If your card has been charged, then you're fine (and that's your "application received" date to start your 90-day expected wait time). If your card has not been charged, then someone may be holding your application.

Oh it's definitely BEEN true and too often repeated. I think many of the clinics changed to applying online and quickly since the threat of provisional access became real. So hopefully you're safe with your later application.

yes depends if they have one app for a certain day or 100 apps for a certain day. seems sometimes they were doing about 3 days in two ….and some times takes them 3 days for one...no set rule. just speculation as how things have seemed to be going
Three days in two would actually get them caught up after a couple of months. But I've been on this forum for a couple of months now, and the wait time has never varied from about 90 days average. They haven't gotten further ahead or farther behind. Which sort of makes it seem like the office is being directed to keep the wait time at 90 days, regardless of how many or how few apps are actually being processed...

That’s crazy. My card was charged the day I went to the clinic so that’s a relief. Why would they hold them? Is there a reason?

It's discouraging.

My app was submitted online and cc charged on 10/5, and I have never received any follow up or information from the state. No 'your application has been submitted' acknowledgement, etc. No notice of approval, no 'QP # email, and no provisional access paperwork.

Is there anyone here who has received anything from the state before getting their card? If so, what? Because I ain't got shit
I submitted online and CC charged on 9/26 and I've got nothing from IL

Exactly! They sped up a little at the beginning of November but that was for the big slow down at the end. The numbers they approve go up and down by the reports but the wait stays the same, like they intentionally hold applications for 2 months then do whatever came in 2 months ago.
Now consider how long they've been keeping it at 90 days (or longer), and it's longer than the 8/28 change in the law to allow 90 days.

As long as your card was charged by IDPH and not MCO they got your application that day.
Nobody knows why. It's not just MCO but they seem to have had the longest added waits.

Don't forget that the 90 days in the Compassionate Use of Medical Cannabis Pilot Program Act is to "approve or deny an application or renewal" ... and that the Act gives IDPH an additional "15 business days" after to "issue registry identification cards." Fifteen business days is three weeks, or approximately 21 days. So the Act allows IDPH to take up to roughly 111 days to issue cards.

That's fine IF provisional access also existed. That really sucks now when provisional access does not exist.

I don't think the 90 days should take effect until provisional does. But I know how IL works and that would be their excuse, not that they need an excuse.
