Identify this device

This little coil type object found its way onto the bench on my front porch. I know it wasn't there earlier in the day because i found it near my ashtray and it certainly wasn't there when I put my morning smoke out.

It is composed of three layers:
1- The outer copper looking coil
2- A white plastic ring (comes apart when coil is removed)
3- Encased in the plastic is what looks like thin film-like shiny flaky metal rolled up to form a fairly solid core

Inscribed on the white plastic casing is 13 17 32

Googled around a bit and couldn't find a damn thing. It looks like an electromagnetic coil of sorts, but not like any I've ever seen. What an odd thing to show up on my bench. Any ideas?

Doesn't look like out of a gen. or alt., speaker or home elec. component, but I have seen something similar before.

It looks like a toroidal core...

I think I've seen shit like this, and I'm always playing with electronics, but I can't place it.
toroidal ferrite core - in the US I think they're called "Chokes" induces current to produce EMF.

see "Faraday's law of induction".
