Ideal specifics for a "good LED"

So, i have been trying to catching up on how LEDs are beneficial but im still a bit confused for what is a good amount of light and what spectrums of blue and red are right(in terms of nm). And what is the ideal luminosity? Or voltage?
Also, i hear alot about the triband, quadband and 5 band etc. what do these extra spectrums really offer any more usable light?
I hope to achieve the perfect spectrum with the cheap LEDs on ebay but this is all just a future experiment, i dont plan on buying any of the $500 lights.

I highly doubt that you can do that. Cheap Ebay LEDs are not even close to being as powerful as say a 500w/600w Blackstar.

$500 light is the best way to go. Results are AMAZING from my experience. I have a 600w Blackstar and a 600w Hortilux HPS. My plants grew 2x as fast and bigger in a hydro kit under LED, than in soil under HPS.

shit i want to get all the benefits of LED spectrum but i might just mount LEDs as a reflector for my HPS so i can get both. ill think of a way to not go broke and still use LEDs hopefully
