Ice DWC Journal and Help

What I have started here is an Ice mother that I am preparing to give me clones. It is about three weeks along and it is not looking great. I am using cfls and Hesi Nutrients and boosters. I keep the ph between 5.8-6.2. Temp stays at 70-78 degrees and the water about 65-70 degrees.

This plant seemed slow from the beginning, and actually needed my help to get out from the cube. Now we are a little under three weeks along. This is a current picture in this post. As you can see, if have looked at the photo by now, is that I have an issue. I am getting some black spots, almost like burns, on the fairly new vegetation and it's spreading. I have not been able to find very good info on the exact problem.

I am open to any questions that may help diagnose the issue. Also, is it even worth keeping this seedling? My thoughts are, if it's stressing this hard I might wind up with a male.

Could be the tap water messing with my other nutes causing lockout. The water here is iffy. I will try filtered water and see if the problem gets better.
