how old are they?
have you been feeding them nutrients?
are the leaves all green and consistent in color?

some details would help if you actually want someone to be able to give you some good advice.

Well my friend just had the same problem and when he transplanted out of a 16 oz cup his roots were all crammed in the bottom real tight. About a week after transplanting his plants began to take off again. so if you were having the same related issue than just wait it out. And btw a good rule of thumb is to have 1 gallon of potting soil for every foot of growth. that will keep thing moving for you

If you repoted them they may just be suffering from stress and after a couple days make a come back.
