i seem to be winning a fight against an unknown insect

i have had this problem for a while now. i believe that the boggers came from some soil that i used to transplant. it seemed as if my plant was being burned but it wasnt that. the lower leaves were yellowing and the tips were brown. the issues went from the bottom up. i noticed that there was little growth during the time where the leaves were yellowing and at the same time i discovered these small white insects. some are white and skinny and others are brown and round. they jump but are only in the soil, there is nothing on my plant leaves stems or veins. once i discovered where they came from i transplanted my girl into another 3gallon pot with new clean dry soil. i knocked off a good 50-60 percent of the old soil from the top and bottom and carfully put her in the new soil. i watered it fully and after 2 days i saw all of the leaves go dark green and the plant just shot up, she doubled in size in a week, then i let the soil dry out until it started to pull away from the sides of the pot then watered again partially. since then i took some clones and i noticed that they are coming back. growth is slowing down, leaves are yellowing and tips are browning. i want to avoid transplanting again since this would be the 3rd time but if necessary i will. i put quarter cuts of potatoes in the soil on top and they seem to be attracted to them. i pull em out and scrape em off every so often. if you look close you can see small white specs that look like grains of sand, and i believe these to be eggs since they werent in this soil to begins with. with the slowed growth im thinking that whatever these are may be eating the roots. but once again they are only in the soil, nothing flying, nothing on leaves, not even on top of the soil. ive been searching and searching the internet for weeks now trying to get a positive identification but everything i found doesnt quite match what i observed exactly. fungus gnats and springtails have both been suspects but there is nothing above the soil. included is a picture of what some of them look like. i found this picture in bing images and there is no details about it. but some look very similar to this. can anyone help me. i would really like to lay this problem to rest finally. like i said i appear to be winning but if i dont get help soon i may not be able to reverse the issues

Check the entomology department of the land grant university nearest you. The agricultural and horticultural experts there can tell you what you are fighting and control measures you can take. A call will usually yield a grad student who can ID your critter with a good description or that pic to their email.

Umm thats not a bed bug,bed bugs are brownish red when mature and have flat bodies.The hatch-lings on the other hand are small and also transparent(like a baby roach) and thats not it.
Also bed bugs don't eat plants btw

ya know i appreciate that. i wouldnt have even thought about contacting them. ive been to a couple different gardening centers with samples and no one knew. finally found someone after i jus transplanted em again and he told me they are a species of mite. he gave me some natural pesticide that will take care of em in a couple weeks but its probably just larvae and eggs left in there so maybe not even that long. ima keep that in mind for nexxt time bro
