Flouros are fine for veging, but you'll need a good HID for fat heavy buds. You can still make do with your light, but your overall yield will suffer.

If the number on your floro tube is 4000 k or higher, thats a good number to start (more blue spectrum) which works well for veg growth. Two 40 watt floro's will not be enough for the whole grow.
Consider growing outdoors, if that is just out of the question. Buy at least 6 (32) watt floro's, half 2700-3000 k the other half 4000 - 5500 k. You can get those cheap little utility light holders at Walmart for $ 6 a piece. They have a aluminum reflector, a six foot power cord, & a big tension clamp. They are in the lighting isle. Don't go buy them all at once. Lowes & Home Depot carry them to. Feed stores even carry them, for incubator lights for chickens. If you buy two CFL (32) watt bulbls & two reflectors every few weeks, you can work it into the budget. You should have all six, by week 9 of growth. 196 watts total will give you a decent yield on one or two plants - but nothing like a HPS or Sunlight.

yes but you can get that using CFL if you know how to use them properly and it also depends on the strain to

cfl`s and flouo`s will never compare to a mh/hps but can still produce enough for personal use. to learn it`s fine. but do you want to spend the money on the smaller stuff knowing that you cando better then when you get better at it you will spend again to go bigger.
just a thought

yes , but are CFLs a little better cuz the k and Lums are in a more compact area

and flows's k and Lumes are spred through the hole bulb and I correct?

yes cfl`s are better than flouro`s. more because the lumens are more intence than the flouro`s. unless you go with the newer t5 flouro`s, haven`t used them yet but supposed to be good. i believe about 10,000 lumens from a 4 foot tube only about 1/2 inch in diameter

my choice is just throw em in a glass of good water in a dark place for a couple days and should pop around then. make sure when you put them in the soil or whatever you point the root down and dont handle the seeds to much

not wattage either. kelvin is the clour spectrum that we see with our eyes. the plants like it blue for vegging and the k number for that is around 6700k. the plants like it in the red for flowering and that is around 2700 k
i use phillips natural daylight flouro`s 20 watts. only in my dresser. they arei believe 2700k
some bulbs dont say on them. if thats the case look at the light it gives off if it looks blue its low k if it looks redish or yellowy it mid to high. for flowering i would recomend at least cfl`s, more lumens and pick the right k for flower
