First off you need MORE LIGHTS and Put them closer shes looking very streched how old is it?...?

seems like your watering them too infrequently, your best bet is to water them everytime you see the soil dryed up which is usually every 2 days.

Thats not seriously 10 weeks old right? Well from the picture and what you said you need more light and closer.The aluminum foil is bad paint the walls flat white.Do you have a fan lightly blowing on the plant to make the stalk thicken up?Yeah your probably watering to much I water maybe once a week for adult plants less for something this small.And at 10 weeks the pot would need to be bigger like a 3 gallon or 5 gallon pot.Also what soil did you use if its not like a miracle grow moisture control then your plant might have starved.What ph water do you give it and what is the ph of the run off water

You need more light, lots more, also put the lights a lot closer, about 2 inches from the tops!
