moisture stress/heat issues.https://www.rollitup.org/marijuana-plant-problems/150004-plant-moisture-stress-symptoms-solutions.html
basically you need not too much or too little fan, you need the heat to escape fluidly, think physics, exhaust up high intake down low. Oscilating fan pointed backwards so it wiggles every leaf. Soil needs to be properly mixed (not too heavy not to light, be easy on young seedlings) and nutrient deficiencies usually start at the bottom the most common being nitrogen. I would give these 1/4 dose nute each watering and be sure to pick the pot up and feel how heavy it is. Let it get nice and dry once and then feel how light it is, and then water it from then on a little before it gets that light. this way you arent over/under watering. you may want to position the lights overhead with the exhaust sucking the heat out from above them so that it naturally uses the rising force of the heat. the intake being low allows the coolest air to come in. If you properly ventilate it you will notice a less than 5degree or so difference in your cabinet and in your room. A lot of people like to make homemade reflectors for their CFLS, with a Bath bar light fixture, a bunch of Y splitters, and a piece of circular metal ducting. the ducting is snipped down the center the long way, and each piece is then mounted behind the bath bar so it refliects the light downward. the only electrical needed is 2 wire nuts and a cord to wire the fixture to. you take hooks and put them in the wood so you can use chain to raise/lower them, and put hooks in the cieling too. Emergency blankets are used with staples to hold them up.
