i found four puppies in a burrow

i found them in the woods, nearby tennis courts, just outside the housing estate i live in. their mom ran away as soon as she seen me and then observed from safe distance. i didnt touch small ones, later i came back with some dog food and water so mom has something to eat (she is very skinny, puppies look well fed). they look like 3-4 weeks old.. what should i do next? if leave it as it is, they'll prolly become wild dogs and some hunters or animal control can kill them or some bad shit may happen ..
what would you do?

not muuch u can do my friend jus hope for tha best for em i wouldnt call tha animal shelter though i feel thats inhumain ur help is pretty enough alreadii
