I Bought Coco Now What?!

I bought this big block of coco that weighs 5kg. It says once expanded it will be 2.5 cu ft. It says to use between 30-40 liters of water. Should i use my ph down (85% phosphoric acid) to lower my tap water Ph to a certain level then begin soaking? What Ph should i soak the coco in and what Ph do the plants like to be in when using coco? Should i soak with nutrients? Once its soaked do i have to wait for it to be all dry before using? If the coco does fully dry for a long period of time (say im not using half of the coco for a while) can i just water the coco and start using again?

Also i have a moisture meter can that work with coco? How often do i water and how do i know when to water with coco?

I have GH (General Hydroponics) Nutrients both vegetative and flowering also.
