I'm about to use a Hydroponic system, i'm in USA so i have 110v so what about MH and HPS lights? do i need an electrical ballast?

No idea about the figures, but you need a ballast with MH or HPS. Even cfls and fluoros need one but its usually built-in so you can't see it. You need to do more research.
