hps ballest setup?

also i just found out that is a us and not canada

i looked and couldn't find 20$ ballast like that 1 can you please help

spend the extra ten-fifteen dollars and buy a 70 watt hps outdoor flood light == already assembled just have to wire up a plug to it/bulb included!...any big box store has them.
