you want more of the red spectrum for flower. if you want to keep this simple you can get a feww more cfl's for sidelighting. (Yield wont be as good but still it is your own grown which is really cool)
if you do have access to a little money than you should try to get a hps, if you are just doing one plant a 70watt will work but better at 150w. if you do the 70watt i would get some cfl sidelighting if i were you.
if you want to start growing more sedriously, your 4x3 area would easily hold a 400watt or 600watt. hps for flower, mh for veg...if you have to get one of the other get hps...some fixtures are interchangeable
