How would you use this cabinet? Low budget

Top compartment: 28' wide x 20" deep x 16" tall

Bottom compartment: 28x20x20h

I see 3 potential uses.

1. use as a dual seedling/clone chamber with cheap Amazon LEDs.

2. Cut out the middle and use it for vegging a mother plant for perpetual grow. With a bunch of CFLs

3. Try a SOG grow lollipop style with 3-4 clones a square foot in 4"x4" pots. (Which low cost light would be good for this?)

Cut out the middle shelf to make one 28x20 that is 36" high. Get some metal right angles at the hardware store to reinforce the corners but it might not be necessary if you leave a brace in the center or enough shelf around the edges.
