yes, absolutely. cut ONLY the dead portion of the leaf off. the rest of the leaf will be fine, and continue to help the plant grow and absorb light. the dead portion is doing you no good at this point. fan leaves are essential for a high quality, healthy plant, so we try never to remove them. in your case however, those tips are already dead and should be removed. as far as light goes, use as many cfls as you possible can. and keep them as close to plants as you possibly can. you dont want a monsterous tree of a plant, you want a tight, compact, BUSH. that will produce more for you in the end. have the cfls on top of plant, and on all sides. use reflective material on walls to help re-use the light that does escape.
