Why 11/13 and not 12/12? If you don't want it even I would go with 13/11... They need light even during flowering, 11 hours of light isn't much and won't help them do anything faster or better. The size those are I wouldn't be surprised if they didn't already have a few little flowers somewhere that you are just overlooking. Most of my plants usually start showing sex around 4 weeks or so while still on 18/6.

My work schedule is a little wierd...dats y 11/13...can't put a timer cz electricity keeps shutting down time to time...so have no other option...anyeays....fan leaves at the bottom are yellowing and dying...not many...just 3-4 of them....should I need to worry?

They make timers with battery backups. But if your electricity goes on and off all the time you may end up with other problems like hermaphrodites. Autoflowers might be your best bet since they aren't affected by light cycles.

You might call the electric company and complain also. The power should not be going on and off, that is a big hassle.

Are you still giving the vegging nutes? You don't want to switch to flowering nutes until a few weeks after you start 12/12. If only a couple leaves are dying I wouldn't worry too much. But if more start then you may have issues.

11/13 is fine. I usually go 10/14. No difference in yield from 12/12.

A few yellow leaves at the bottom is nothing to worry about at this stage. If the plants were mature and showing preflowers before you flipped to 11/13 then its probably just time to switch to bloom nutes.
