It is way to skinny and stretched and has very few leaves indicating it has not had enough light. IMO there is very little you can do for a stretched plant apart from topping to reduce further stretch and height.

Another problem is there a very few nodes and to flower i.e. 12/12 you will need about 5 sets of nodes.

One 24 watt cfl is not going to be enough to veg or flower I'm afraid. You will need about 6 2700k 23 watt CFL's min just to flower. When using CFL's to grow, it is best to keep the bulb as close to the foliage as possible (maybe 8"-2" inches in distance).

Are you using any nutrients?

oh okay. no i am not using any nutrience. just miracle grow soil. and i need six just to flower? so there is no hope for my plant?

socaliboy/moash are right: you need more light. your plant is stretched (but looks healthy.) IMHO i'd add as many 2700k CFL's as possible.

That explains the skinniness. You want to read some threads on lights. You typically want 50 watts per square foot of HID light. If you're using CFLs, you have to increase that and get creative with the placement. Just check out some light threads and you'll figure it out quick :D
