You plan on starting twenty plants with one CFL?

Are the twenty plants in twenty individual pots?

I'd say it's fine for starting them but you'll need more when you start getting height.

Usually you can put them fairly close, if temps are low, it can be fine enough to put them close enough till it is almost touching the leaves.

But 1 inch away is where everyone ends up.

You'll have to measure canopy temp. you can get a 5$ thermometer almost anywhere with a wire connected to a sensor you could hang to get an accurate temp. if your room's temp is around 75 where it should be the canopy CAN go up to 85 MAX its reccomended at 75 but I know people who keep it around 80 give or take a degree.

So the answer is, as close as you can :) do keep in mind the closer you have it to the light the more rapidly it'll grow, constantly raise your lights WITH your plant to avoid heat stress and burning.
