Some use low neut levels and say they don't need any run off. Some people like to feed one to two litres daily while others like to feed until 20% run off around once every 3/5 days. Some people feed with high neut strength in one feed but only water in the next etc.
What is your technique, what have you tried that didn't seem to work.

A second very unrelated question is about co2. Defoliation of leaves is not a good idea in 99% of situations but what does seem to be up for debate is removing the lowest sucker branches themselves, those that have under developed buds and also leaves. A lot of people will choose to remove or ignore those sucker branches on a preference basis.
Question is, do those sucker branches use up co2 to sustain themselves and thus are stealing it from more productive sites. Or, does what ever co2 they use and energy they convert get passed up the plant regardless, while the sucker branch bud sites remain dormant.
As co2 likes to sink to the ground perhaps it could be of issue, although airflow should cover for that it would no doubt have some effect if the sucker branches are wasting/restricting some before it can be circulated.
