How do these short fat babies look to you?

The attached plants are about 3 weeks old and are otherwise healthy except they are not gaining any height. Both are indica dominant (Kahuna , BC Mango and Norhtern Lights. I have had my lights fairly close to them their entire lives. Should I move the lights up to make them stretch a little more?
What are your thoughts?

They look healthy to me, a little small for 3 weeks. What are you using for lighting? Did you start from seed or clone?
 
They were a little stunted early on because I had the rockwool to wet and they were in a cold basement. I have since changed that. I'm running them under 8 26W cfls 6500K.
