How do I post PICS????

So,apparently a couple of months back RIU found that people were getting around their website without any trouble and they had to fix that.
I see that the upload form is different and every time I try to upload a pic I get some error?Does anyone know what I'm doing wrong?

Scroll up there is a thread above you on newbe central. Pic have a size restriction.

I don't think that's the problem though,it won't even let me upload a pic that's 9 KB.
I recall nights where it just wasn't possible to upload pics on this site,perhaps that is what's going on??
