Yes and no. Yes, in the fact it measures the "Electrical Continuity" of the "Total Dissolved Solids". But.

It's only accurate to the specific solids within. You can calculate the ppm's if to have a "Key" formula (i.e. foxfarm uses a scale to which you follow)

If you don't know the formula and/or mix formula, it changes the scale used. The more mixes, the farther off the ppm's are.

Let me break it down..
If you mix a two part nutrient setup, and flow theor instructions perfectly, you'll know what you have accurately.

But..
Part "A" might have iron and no Calcium and Part "B" might have Calcium and no Iron. Iron has a higher EC than Calcium.
So it's only accurate if you follow their directions, so you don't throw off the numbers.
If you add Tap Water to the mix, you'll be doing quite a bit of math to figure out you ppms.
EC is easy to check and so better for most grower, but not more accurate.
PPM's are definitely better over all, just harder to measure accurately. Most growers can't afford, or don't know how to measure individual salts.
I really really value your efforts in explaining this so clearly, I have read numerous posts on the subject and never really gained significant understanding past the first reference that I found. Thank you for making sense of what I assumed was the case, because most explanations lack relativity and context.

I've ran an Es cloner for YEARS... Literally the first big item I wasted a chunk of $ on besides lights n the normal things we need to get up and going... And for years I've had the most unbelievable success rate in the shortest times I could have ever imagined.... Until recently when I took a break and moved to a new house, and built myself a new room to run a flood and drain sog table grow when I normally am an organics man... But I normally just fill my Ez res with tap water (city), add a few table spoons of hydrogen peroxide, let the cloner run for 24 hours, and have at it.. If I didn't a get 90+% success rate I wasn't cloning... But I have no idea what I did this time around but if I don't see any improvement today (after coming home to wilted and dead clones yesterday cuz that's how easy these machines make it, I don't even look at them for the first 5-6 days)... Well my smart ass-Ness/know it all self came home to disaster when I least needed it....

My method, as mentioned above I fill with straight tap, 2-3 tablespoons of hydrogen peroxide, I normally have an aquarium heater in the res to keep temps in the mid to upper 70's.. When I take my cuts as I take them I sit them in Water/ovlivias cloning solution mix, very mild... Capful to a quart of water... From there if I'm feeling energetic I'll dip them in a rooting powder and let them sit for several minutes cuz it's about to get washed off as soon as it goes into the cloner anyhow so I just give them a few minutes and pop them in... Never checking res ph, never adding anything other than water and peroxide, and the same to top off once the water level starts dropping...

Your ph-ing water for no reason, they have no roots so how could oh matter? Ph is for nutrient uptake and until they have roots they aren't up taking anything...

I believe my current failure is due to the humidity being to high in my room because I can see my mothers are suffering from lack of uptake/not transpiring like the should be but Ez cloners are supposed to be just that, Ez.... Don't get all crazy with ph... Don't add any kind of secret sauce other than something to keep the res bacteria free (hence the hydrogen peroxide I use)... I have recently ready from the Ez cloner website via the guy who made the thing suggests dyna gro protekt silica to help with transpiration... It does make sense in a overly humid environment especially when life gets to busy n bites u in the ass like it has me... But prior to this incident I was pulling clones out in 10 days or less every time with the above mentioned methods... The only thing I do to the actual cuttings themselves is scrap the bottom inch of skin off rather than get all technical with the appropriate 45 degree angle cut that will also work fine but I've found scraping the bottom inch or so makes it easier for roots to pop through especially clones that have a little harder or woody stem...

Truly the kiss method is ideal here... If the batch of clones that I threw half of away at this point doesnt look any better I'm gonna toss all of them and start fresh and work on my rh.. It's obviously going to be an issue once they hit the flowering room so... But I am chalking this loss up to that but truly start with less and then if u wanna play with things to try and improve times go for it, but get yourself an ideal baseline that you can repeat... I've read people buying chillers and all kinds of crazy shit for their cloners and I can't see it... If your water temps are in the 90's, you got other problems to work out but seriously Google up Ez cloning methods and you'll find the dead res (bacteria free) is the best way along with moderate temps between 70 and 80... I honestly am in disbelief with this recent failure seeing the luck I've had with this machine... It's literally idiot proof once you get your technique down.. Well not 100% idiot proof seeing I'm stepping up n saying I'm that village idiot that thought he knew it all but really... Once u get it you'll be pulling clones in 7-10 days for the most part easy and regularly...
